The adoption of the Saudi Building Code represented an important turning point in the unification of different legislations and regulations associated with buildings in the Kingdom of Saudi Arabia, where this new code gives a new approach based entirely on complementarity and interdependence of all the governmental control authorities. In order to correctly meet the requirements of Saudi Building code (technical requirements of electrical installations and technical requirements of energy conservation), a number of international and Arab experiments related to the application of building codes is reviewed, for the preparation of the mechanism of action, the executive regulations and the proposed business models, that will be applied to insure the conformance of electrical installations and energy conservation to the technical requirements of the Saudi Building Code and to guarantee safety and health of the community and energy conservation. Such study also aims at raising the awareness for the requirements of the electrical code and the energy conservation code in the sectors concerned, in addition to providing specialized workshops to raise the level of specialists in understanding the technical requirements of the code and their ability to deal with it and to apply it. Some technical, training and awareness-raising missions are to be carried out according to the scope of work to achieve the objectives of the study.
The teamwork in coordination with the Ministry organized two specialized workshops to review the Arab and international practices for the application of building codes and the constraints confronted with the appropriate solutions. The outputs of this stage are provided in the form of a report on the reviewed experiences and practices, including the analysis of the gap between the reviewed experiences and practices and the current status in the Kingdom of Saudi Arabia in the same field, for the conclusion of the recommendations to be used later in the appropriate application mechanisms in the Kingdom.
According to those recommendations, executive regulations were issued, in addition to manuals and guidelines for the enforcement of such regulations; and forms for registration and application and reports, according to the regulations, attached with flowcharts, including the procedures for enforcing the resolution of changing the distribution voltage in buildings to 230/400 volt, according to the stages specified in the resolution and the procedures for enforcing the resolution of applying thermal insulation in all the buildings. The scientific content for 12 simplified pamphlets was prepared on the Saudi Building Code requirements in electrical installations and energy conservation, taking into consideration the update of electric wiring rules list and the inclusion of its technical content in such pamphlets, and the reconsideration of the thermal insulation bylaws issued by the Ministry of Municipal and Rural Affairs, and the comments thereon, and the inclusion of its technical content within such simplified pamphlets.
The project teamwork designed and developed an advanced user-friendly website fed with the information of the project throughout its stages and the information need to be available to the related and specialized bodies, on www.buildingcode.com.sa. Six workshops were organized, each workshop extends over five days, about two main topics, the first topic: technical requirements of electrical installations in accordance with Saudi building code, and the second topic: technical requirements of energy conservation in accordance with Saudi building code. Both workshops were held in Riyadh, Jeddah and Dammam; one workshop for each topic in each city. Amad Technical Consultation and laboratories office held the responsibility of creating the identity of the project, workshops and lectures, and of designing the project manuals and guides.
